Take multiple measures to continue to promote fertility! The birth population in Taichung has the second-smallest decrease in the country.

The proportion of people not getting married and not having children is high, so the lower fertility rate trend is becoming increasingly severe. According to data from the Ministry of the Interior, the total number of births in Taiwan last year was approximately 138000, a decrease of 9.6% annually, setting a new low since the Ministry of the Interior's statistics. The remaining 21 counties and cities showed negative growth beyond Taitung County, where births increased positively last year. The Director of the Civil Affairs Bureau, Shi-Wei Wu, said that factors such as the economy and family impact compatriots not getting married and not having children. After taking office, Mayor Shiow-Yen Lu made every effort to promote policies such as doubling public childcare and increasing maternity allowances. Despite the overall negative trend, the birth population in Taichung City only slightly decreased by 2.3% last year, which is the second-smallest decrease among the six special municipalities in the country. It shows that the city government is steadily increasing childbirth through improving childcare benefits and taking multiple measures to aid young families in getting bigger their fertility rate.

Director Wu expounded that the city government has actively invested in the fertility policy promotion and implementation and strengthened the accomplishment of various maternal and child care and family care and welfare measures, including increasing childbirth allowances from NTD 10,000 per child to 20,000. Besides, they more vigorously promote the "doubling of public child care and public preschool services." And the number of public childcare companies has doubled from 5 to 34, heading towards a 7-fold increase. From the 2019 to 2022 school year, the government has added 214 classes for public and public preschools, and the number of parent-child centers has also doubled from 4 to 12. There is also the lowest monthly public childcare fee in Taiwan. Parents only need to pay NTD 1,500 per month, which reduces the child-raising burden considerably. The city government will reassure parents and children to grow up healthily and happily by improving public childcare resources and affordable childcare services, which ultimately enables citizens to enjoy better fertility benefits.

Director Wu mentioned that the decrease in the birth population is closely related to factors such as socioeconomic development and population structure. Therefore, the city government encourages enterprises to develop in Taichung through various means, increasing employment opportunities, improving the economic situation of citizens, and thereby growing the fertility rate. For example, the government expects the Taichung International Convention and Exhibition Center completion by the end of next year and open for operation the following year, with the approval of Mayor Lu during her preceding term. The city government is also actively attracting investment, and the total investment of enterprises in Taichung has reached NTD 271.6 billion. Among them, in the "Three Major Plans to Invest Taiwan" of the Ministry of Economic Affairs, Taichung has 267 to be the No. 1 companies in the country, creating more than 23,000 job opportunities. According to statistics released by the central government, as of the fourth quarter of last year, Taichung has won 11 economic indicators, leading other cities and continuously driving local development to create a happy and livable city.

According to the Civil Affairs Bureau, the city government will continue to plan activities such as parenting lectures, picture book story sharing, board game workshops, and parent-child breakthrough fairs to strengthen advocacy for the spirit of the Convention on the Rights of the Child implementation. Moreover, various households in the city will hold creative publicity activities on population policy from time to time, entertain as well as teach, and encourage people to be willing "to get married, to have children, and to raise children," hoping to increase the fertility rate, reduce the population aging crisis, and at the same time increase parent-child interaction and improve population policy extension benefits. In the future, the city government will continue to work hard to make Taichung a more livable and happy city.
